The FCC recently adopted a Second Report and Order modifying the rules for the Emergency Alert System (EAS). Under the new rules, EAS participants will be required to accept EAS messages using Common Alerting Protocol, and will be required to disseminate not only Presidential alerts, but also state and local EAS alerts originated by state governors or their designees, or by FEMA or its designees. In addition, the FCC is seeking comment on how EAS information can be made more accessible to persons with disabilities and non-English speaking persons.
